ENVIRONMENTAL COMPLIANCE MONITORING: WATER RESOURCES

Environmental Compliance Monitoring consists of various aspects including Water Resource Protection. Water Resource Protection is governed by The National Water Act of 1998, which regulates all water use. Wherein, Water Use Licences are issued in terms of Chapter 4 of The National Water Act, 1998 (Act No 36 of 1998) which authorises certain water uses. Section 28(1) of the National Environmental Management Act 107 of 1998 (NEMA) places a general duty of care on any person who causes pollution, to take reasonable measures to prevent such pollution from occurring.

Water quality monitoring is essential for numerous industries (mining, construction, manufacturing and industrial industries) where resources are utilised or generated as waste. Water quality monitoring is considered to be a measure to achieve duty of care. Duty of care is achieved by developing and implementing a water monitoring programme with the aim to determine baseline conditions and possible sources of water contamination. Availability of water quality data facilitates recommendations on possible sources of contamination, mitigation and prevention measures.
The SABS standard (SANS 5667) is considered the main operating procedure and provides the actual systematic approach by which water samples are taken, stored, transported and ultimately analysed. SANS 5667-6 standard is used for reference methods for the guidance on the sampling of rivers and streams. Groundwater sampling is done in accordance with SANS 5667-11, while wastewater governed by SANS 5667-10.

Implementing a formal water quality monitoring programme does not only ensure compliance to relevant regulations and standards for the protection of the environment and human health but also provides for the establishment of baseline conditions; confirming if environmental goals are met; identify and mitigate pollution effects; and determining if mitigation measures are adequate.
